AB 409 — Summary (Revises provisions relating to special license plates)

Chapter 472 — Approved June 10, 2025

Purpose

AB 409 expands eligibility and design options for Nevada special motor vehicle license plates that honor veterans and support veteran outreach programs. It also allows certain special plates to be combined with personalized prestige plates.

Key provisions

  • Expands eligibility for “veteran” special license plates (NRS 482.3763)
    • Adds veterans of the U.S. Space Force (including reserve components and National Guard equivalents) to the list of persons eligible to receive special veteran plates.
    • Plates must be inscribed with “VETERAN” and may include the seal/image requested by the applicant (branch seal, National Guard seal, or female-veteran image).
    • A person may request that personalized prestige plates (NRS 482.3667) be combined with these veteran support plates by paying the applicable fees for both plate types.
  • Adds special plates honoring recipients of high valor awards (NRS 482.3783)
    • Requires the DMV to design/issue plates for veterans awarded any of: Air Force Cross, Coast Guard Cross, Distinguished Service Cross, or Navy Cross — in addition to existing Silver Star and Bronze Star with “V” recognition.
    • Qualifying veterans with a compensable service‑connected disability may have the international symbol of access (white on blue) inscribed on these plates.
    • Limits: up to two sets of such plates per qualified person; allowed vehicle types include private passenger vehicles, noncommercial trucks, and motor homes.
    • Vehicles displaying certain of these plates may be exempt from state/local parking fees as specified in statute.
  • Family-member and line-of-duty plates (NRS 482.3785, 482.3787)
    • Continues/clarifies issuance of special plates to family members of service members killed in the line of duty or who died from injuries sustained on active duty. Designs must include a gold star.
    • Authorizes combining those family-member special plates with personalized prestige plates if applicant pays the applicable fees for the personalized plates.
  • Fees and transfers (NRS 482.3763 et seq.)
    • Initial issuance fee for veteran outreach special plates: $35 (in addition to registration and any special outreach fee under NRS 482.3764).
    • Annual renewal sticker: $10.
    • Duplicate plate fee (if lost/stolen/mutilated): $10.
    • Transfer/retention rules: holder may transfer plates to another qualifying vehicle or must return plates within 30 days after removal.
  • Administrative/drafting details
    • DMV authorized to select/design appropriate colors and prepare plate production and application procedures.
    • Existing special outreach fee provisions (NRS 482.3764) remain applicable.

Who is affected

  • Veterans of the U.S. Space Force (and their spouses, parents, children) — newly eligible for outreach-support veteran plates.
  • Veterans awarded the Air Force Cross, Coast Guard Cross, Distinguished Service Cross, or Navy Cross — eligible for new valor-specific plates.
  • Family members of service members killed in the line of duty (or died from injuries sustained on active duty) — may combine special plates with personalized prestige plates.
  • Nevada DMV — charged with designing, issuing, and administering the new/expanded plate programs.
  • Veteran outreach programs — may continue to receive support via the statutory special fees associated with the plates.

Procedural/timeline notes

  • Introduced March 12, 2025; amended during session (including Assembly Amendment No. 138 expanding medal-specific plates and sponsoring members).
  • Passed both houses; enrolled June 6, 2025; approved by Governor June 10, 2025; chaptered as Chapter 472 on June 11, 2025.
  • DMV must implement the new plate categories and allow combinations consistent with the effective dates established by statute and DMV procedures.

Potential impacts

  • Provides new recognition options for Space Force veterans and recipients of high valor awards.
  • Allows bereaved family members to personalize and combine special recognition plates, while preserving fee-based support for veteran outreach services.
  • Administrative/production costs borne by DMV; fees charged to applicants (initial and renewal) offset program costs and fund outreach per existing special‑fee structure.
