Note: Earlier drafts of AB 445 contained substantially broader requirements — directing the Department of Education and State Library to develop a model policy that (among other things) would prohibit censorship, require local adoption of that policy or an equally protective policy, and establish a formal process and committee for reviewing requests to remove materials. Those broader provisions were removed in later amendments (including Assembly Amendment No. 429) leaving the narrower immunity provisions.
