Summary — HB2760 (Commission on Tourism)

Status: Enacted (signed by Governor 6/20/2025; effective 9/1/2025)
Statute amended/added: Adds Section 1110 to the Department of Commerce and Economic Opportunity Law (20 ILCS 605/1110)

Purpose

Creates a permanent, interagency Commission on Tourism to develop and file a statewide travel and tourism strategy aimed at increasing Illinois’ share of domestic and international travel and to coordinate policy recommendations and initiatives to grow the tourism economy across the state.

Key provisions

  • Establishes the Commission on Tourism within the Department of Commerce and Economic Opportunity (DCEO).
  • Membership (ex officio or designee; designees must be senior-level officials):
    • Director of DCEO (co-chair)
    • Director of Natural Resources (co-chair)
    • Director of Revenue (or designee)
    • Secretary of Transportation (or designee)
    • Director of Agriculture (or designee)
    • Director of Public Health (or designee)
    • CEO of the Metropolitan Pier Exposition Authority (or designee)
    • Director of Employment Security (or designee)
    • Chairperson of the Illinois Gaming Board (or designee)
    • Executive Director of the Commission on Equity and Inclusion (or designee)
    • Chairman of the Illinois Arts Council (or designee)
  • Duties: develop a statewide travel and tourism strategy that includes recommendations for new policies and initiatives to increase interstate and international visitation. Strategy must consider:
    • Promotion of Illinois public lands, waters, monuments and iconic destinations
    • Expansion of travel and tourism opportunities in rural communities
    • Opportunities for growth such as fiscal policy, job training, and public‑private partnerships
  • Meetings: must meet at least once per year; meetings may be called by one or both co‑chairs.
  • Reporting: the Commission must file the statewide travel and tourism strategy with the Governor and General Assembly within 180 days after the effective date of the Act and thereafter by January 1 each year.
  • Compensation and support: members serve without compensation. DCEO must provide administrative and other support to the Commission.

Who is affected

  • State agencies listed as Commission members (coordination and strategy responsibilities)
  • DCEO (administrative support role)
  • Tourism stakeholders (local governments, tourism boards, attractions, hospitality sector, rural communities) — may be affected by new statewide priorities, programs, or recommended policies
  • Potentially workforce and economic development programs if strategy recommends job training or fiscal initiatives

Potential impact

  • Provides a formal, cross‑agency mechanism for coordinating tourism strategy and policy recommendations statewide.
  • Could lead to more targeted promotion of Illinois destinations (including rural areas and public lands) and enable policy proposals (tax, funding, training, public‑private partnerships) to support tourism growth.
  • Does not itself appropriate funding or mandate specific programs; it creates a planning and recommendation function with annual reporting requirements.
