Bill Summary · HB 284

Summary — HB 284: Additional Time for School Calendar Good Cause Waiver (NC)

Purpose

HB 284 authorizes the State Board of Education to grant limited calendar flexibility to certain North Carolina school districts that have experienced repeated, significant disruptions (for example, from severe weather or other emergencies). The goal is to give affected districts additional calendar days up front so they can more easily meet minimum instructional time requirements after years with frequent school closures.

Key provisions

  • Amends G.S. 115C‑84.2(d) (Opening and Closing Dates) for public schools (non‑year‑round):
    • Current rule: student opening date no earlier than the Monday closest to August 26; closing date no later than the Friday closest to June 11.
    • Under HB 284 the State Board of Education (SBE), on a showing of “good cause,” may waive the August 26 earliest opening requirement and permit a local board to set an opening date as early as:
    • the Monday closest to August 19, or
    • the Monday closest to August 12,
    • but only “to the extent that school calendars are able to provide sufficient days to accommodate anticipated makeup days due to school closings.”
  • “Good cause” is defined: schools in any local unit within a county have been closed eight days per year during any four of the last ten years because of severe weather, energy shortages, power failures, or other emergencies.
  • Local boards may revise their scheduled closing dates as necessary to meet minimum instructional days/time.
  • Existing exceptions retained: year‑round schools and schools operating under certain historical modified calendars are unaffected.

Geographic/scope limitation

  • The act applies only to Ashe County Schools, Alleghany County Schools, and Watauga County Schools.

Effective date / implementation

  • Takes effect upon becoming law and applies beginning with the 2025–2026 school year.

Who is affected

  • Local boards of education in the three named counties (may set earlier opening dates if SBE waives).
  • Students, families, teachers, and staff in those districts (calendar shifts, earlier starts).
  • State Board of Education (reviews/approves waiver requests).

Potential impacts / considerations

  • Gives those counties greater ability to absorb anticipated makeup days without extending the school year into late June.
  • May improve scheduling certainty for districts that routinely suffer long closures due to weather/emergencies.
  • Could require adjustments to local staffing plans, family schedules, transportation, and extracurricular calendars.
  • Limited to three counties—no statewide change.

Legislative status (selected)

  • Filed and introduced in 2025; referred to Education – K‑12. Reported and passed first reading. Effective if enacted for 2025–2026. (Sponsor in bill text: Rep. Pickett.)
