Washington expands homelessness and foster youth financial aid program to accredited tribal colleges, effective July 27, 2025.
HB 1540 expands Washington State's existing financial assistance program for students experiencing homelessness and foster youth to include students attending accredited tribal colleges. Previously, the program only covered students at public four-year and two-year institutions, excluding tribal colleges despite their role in serving Native American communities. The bill became law on April 21, 2025, and takes effect July 27, 2025.
Tribal colleges serve disproportionately high numbers of economically disadvantaged and housing-insecure students, many of whom are Native American. Expanding access to this support program removes a significant barrier to higher education for vulnerable populations attending these institutions. This addresses educational equity by ensuring that where students pursue accredited higher education—including tribally-controlled institutions—should not determine their eligibility for need-based assistance.
