Summary of HB 5994 ( Michigan )

Overview

HB 5994 would add a new section to the Michigan Revised School Code requiring school districts, intermediate school districts (ISDs), and public school academies (charter schools) to enhance transparency by linking to the MI School Data parent dashboard and by providing annual school performance summaries to parents. The bill also directs the state’s Center for Educational Performance and Information (CEPI) to expand the MI School Data dashboard to incorporate parent dashboard data and to offer a comparison feature across public schools in the state. The provisions are contingent on appropriation for implementation and ongoing administration.

What the bill would do

1) Public posting requirement

  • By no later than July 1, 2025, every district board, ISD board, and public school academy board must post a link on its public website to the MI School Data website’s parent dashboard for each school the entity operates.

2) Annual parent summaries

  • By July 1, 2026, and annually thereafter, each district/ISD/public school academy must provide an annual summary to the parent or legal guardian of every student enrolled.
  • The annual summary must include:
    • (a) Data for the school from the MI School Data’s education dashboard.
    • (b) The school’s performance on state assessments by subject area, drawn from the parent dashboard of MI School Data.

3) CEPI expansion and comparison tool

  • CEPI must expand the MI School Data education dashboard to incorporate data from the parent dashboard.
  • CEPI must ensure the MI School Data site includes a function to compare information across public schools in the state.
  • For reference, CEPI is the Center for Educational Performance and Information described in MCL 388.1694a.

Timeline and funding

  • Public link to the parent dashboard: by July 1, 2025.
  • Annual parent summaries: beginning by July 1, 2026, and each year thereafter.
  • Implementing CEPI expansions and the comparison feature: subject to state appropriations.
  • The bill was introduced in 2024 and has been proceeding through committee action; administrative actions reference a 2025 committee referral and ongoing fiscal considerations.

Who is affected

  • Primary: Michigan school districts, intermediate school districts, and public school academies.
  • Secondary: Students’ parents/guardians (as recipients of annual summaries).
  • Administrative/technical: CEPI and MI School Data, which would incorporate the new data and enable the comparison tool.

Notable points

  • The requirement to post a link and to provide annual summaries signals a move toward increased parental visibility of school performance data.
  • The “subject to appropriation” language means actual implementation would depend on future funding decisions.
  • CEPI’s role is central to data integration and to providing a state-level comparison capability.
