      • (c) Student proficiency data: not considered until students have been enrolled for a full academic year; may be given additional weight for students with 2+ years of enrollment, aligned with full academic year rules.
      • (d) Additional criteria to include in the rating:
      • (i) English learner progress
      • (ii) Assessment participation rates
      • (iii) School quality and student success
      • (iv) Any other factors currently measured through the Michigan School Index
    • The rating must clearly disclose the weighting of the criteria.
  3. Transparency and description requirements

    • For each AEC rated, the Department must describe:
      • (a) All criteria considered, including those specific to AECs and any supplemental criteria deemed appropriate.

    • The rating must include expected performance levels for each measurement, based on Department data.

    • If an AEC is identified for federal/federal-state accountability supports (Comprehensive Support and Improvement, Targeted Support and Improvement, or Additional Targeted Support under ESEA), its intervention plans must align with the design and purpose of AECs and incorporate evidence-based strategies suitable for the populations served.

    • “Campus” includes physical, online, or hybrid settings as determined by the Department.
