2) Public education and distribution notice

- Notices must be available in English and in languages spoken by at least 10% of the Massachusetts population and downloadable from MassDEP’s website.

3) Retail distributor requirements
- Adds a new section requiring balloon retailers to:
- Post notice of the act’s provisions on online sales platforms and in retail locations in a visible area.
- Provide each customer purchasing balloons with information about environmental harms (in-store and online transactions).
- Retailers may provide customers with weights and fasteners.
- The Office of Consumer Affairs and Business Regulation (OCABR) would implement and enforce these provisions and may promulgate regulations.

4) Effective date
- The act would take effect 90 days after passage.
