1) Expansion of temporary plate eligibility
- Adds to Section 2D of Chapter 90: MA residents who purchase a private-sale vehicle outside the Commonwealth and intend to return to Massachusetts would be eligible for temporary plates.
2) Pre-issuance requirements for private-sale purchases
- Before issuing temporary plates to such purchasers, the registrar must require:
- (i) proof of Massachusetts residence
- (ii) a title endorsed over to the purchaser
- (iii) a valid insurance policy
3) Limits on 20-day registrations
- A vehicle cannot have more than one 20-day registration in a 12-month period.
- The registrar may approve up to three 20-day registrations for the same vehicle in a 12-month period, provided each application is filed by a different person.
4) Recognition of out-of-state temporary plates
- The registrar shall recognize all out-of-state temporary license plates for MA residents who bought outside the state and plan to return, facilitating operation in Massachusetts.
5) Regulatory authority
- The registrar is empowered to issue and enforce regulations for administering this section.
