Purpose / Intent

SR 104 establishes a specific, uniform procedure for the North Carolina Senate to nominate and elect members to the Board of Governors of The University of North Carolina (UNC).     • Each Senator present and voting must vote for as many nominees as there are positions (six); improperly marked ballots are void.
    • If fewer than the needed number receive majority support, a runoff is held among the non-elected nominees who received the most votes; the pool in a runoff is limited to twice the number of positions to be filled. Tie and over-majority contingencies are specified.
  • Ballot handling and transparency: Ballots must be signed by the casting Senator; unsigned ballots are not counted. The Chair of the Committee canvasses and declares results; all ballots are retained by the Senate Principal Clerk as permanent records and are open for immediate public inspection.
  • Notification: When elections are complete, the Chair notifies the Secretary of the UNC Board of Governors of the names and terms of those elected.
  • Withdrawal: Any nominee may withdraw without approval of the sponsoring Senator.
