Biography

Vivian Edna Watts is a Democratic member of the Virginia House of Delegates representing District 14, which includes parts of Annandale, Lincolnia, Ravensworth, and Wakefield. First elected in 1981, she served until 1986 when she became Virginia's Secretary of Transportation and Public Safety; she returned to the House in 1996 and has served continuously since, becoming the longest-serving woman in its history in 2017. Notable achievements include passing 45 pieces of legislation into law between 2009 and 2019, leadership on gun safety reforms such as closing the gun show loophole, and advocacy for progressive tax policies, increased education and transportation funding, mental health services expansion, and equitable school funding.
