Víctor L. Parés Otero, born on July 18, 1966, in San Juan, Puerto Rico, is a politician affiliated with the Partido Nuevo Progresista *. He represents *District 4 in the Puerto Rico House of Representatives, serving the 2025-2028 term. Married with two children and one granddaughter, Parés began his political career in 1983 as President of the PNP Youth in Precinct 4, later becoming Municipal President of the PNP Youth in San Juan.

Notable achievements include replacing Liza Fernández in the House from 2012-2013, winning re-election in 2016, 2020, and subsequent terms, and holding key leadership roles such as President of the Commission of Government, President of the Commission of Economic Development, Planning, Telecommunications, Public-Private Partnerships, and Energy , and Co-President of the Joint Commission on Public-Private Partnerships. He is also Vice President of the Commission of Consumer Affairs, Banking, and Insurance, and serves on commissions for Health, Capital City Development and Youth Affairs, and others.

  • 2012: Elected in primaries to replace Fernández; sworn in May 24, 2012, as Vice President of Internal Affairs Commission and Secretary of Capital City Integrated Development Commission.
  • 2016 onward: Re-elected Representative for District 4; multiple commission leadership roles.
