Troy Downing (MT-2)

Biography

Troy Downing, born on March 4, 1967, in Indio, California, is a Republican politician and businessman serving as the U.S. Representative for Montana's 2nd Congressional District since January 3, 2025. Prior to his congressional tenure, Downing served as Montana's State Auditor from 2021 to 2025.

Downing began his career as a research scientist and educator at New York University's Courant Institute of Mathematical Sciences. He later co-founded WebCal, an internet-based calendar system that merged with Yahoo! in 1998. Following the September 11, 2001 attacks, Downing enlisted in the U.S. Air Force and Air National Guard, serving eight years in a Combat Search and Rescue squadron, including two tours in Afghanistan. After his military service, he founded a nationwide insurance company and a commercial real estate firm.

As Montana's State Auditor, Downing focused on protecting residents from fraud, lowering insurance costs, and promoting economic development. He also served on the Board of Land Commissioners, advocating for increased access to public lands and natural resource development.

In Congress, Downing serves on the House Financial Services Committee and the House Committee on Small Business, where he leverages his extensive business and regulatory experience to support rural small businesses, promote energy independence, and hold foreign adversaries accountable.

Downing resides in Helena, Montana, with his wife, Heather. They have four grown children.
