Trey Martinez Fischer , born June 5, 1970, in San Antonio, Texas, is a Democrat representing Texas House District 116. A longtime attorney and influential legislator, he first won election to the Texas House in 2000 at age 29, serving Districts 118 and later 116 through 2016, reclaiming the seat in 2018, and now in his 12th session as the 10th most senior member and Dean of the Bexar County Delegation. He chairs the House Democratic Caucus, previously led the Mexican American Legislative Caucus , and serves on committees including Ways & Means , Culture, Recreation & Tourism, and Business & Industry.

Education and Political Experience

• Education: First in his family to attend college, graduated from Northside Independent School District schools; earned degrees from the University of Texas, including law school, while interning at the Attorney General’s office.
• Political Experience and Notable Achievements:
  • Earned "Freshman of the Year" in his first term .
  • Led restoration of $3.93 billion in public education funding ; received "Friend of Education Award" and "Legislative Star" from Texas Classroom Teachers Association; named Texas Monthly's "10 Best Legislators" and "Bull of the Brazos" , though called one of "10 Worst" in 2023.
  • Authored HB 3727 , bringing Air Force One refits to San Antonio; passed SB 1264 for strongest U.S. surprise medical billing protections.
  • Co-wrote journalists' shield law ; expanded recycled water capacity; required hiring of minority/women-owned fund managers; added school supplies to tax-free weekends.
  • Fought redistricting discrimination with MALC and U.S. Department of Justice .
