Toni Rose, born in Dallas, Texas, is a lifelong resident committed to public service. She earned a BS in Criminal Justice from Paul Quinn College, where she is a proud alumna, and attended Prairie View A&M University. Her legislative priorities focus on mental health reform, affordable healthcare access, criminal justice reform, support for aging populations, and underserved communities. Notable achievements include securing funding for the Texas Behavioral Health Center in Dallas, the Alzheimer's Program, residential treatment for children in state conservatorship, postpartum Medicaid extension to 12 months, a Statewide Interagency Aging Services Coordinating Council, low-cost prescription drug access, senior transportation in Dallas County, and designating December 1 as Rosa Parks Day. She holds leadership roles such as Secretary of the National Black Caucus of State Legislators, former Chair of the House Democratic Campaign Committee, former Deputy Whip of the Texas House Democratic Caucus, and former Secretary of the Texas Legislative Black Caucus.
