Tom Carper

Tom Carper was born on January 23, 1947, in Beckley, West Virginia, and was raised in Danville, Virginia. He is a member of the Democratic Party and served as a United States senator from Delaware from 2001 to 2025, representing the state in the Senate. He declined to run for reelection in 2024, and his seat was won by Democrat Lisa Blunt Rochester.

Before his Senate tenure, Carper held several significant political positions, including serving as the 71st governor of Delaware from 1993 to 2001 and as a U.S. congressman representing Delaware's at-large seat from 1983 to 1993. He also served as Delaware's state treasurer from 1977 to 1983, having been first elected to that office in 1976 at age 29. His political career is marked by 11 consecutive statewide electoral victories, a Delaware record.

Education

Carper attended Ohio State University on a Navy ROTC scholarship, graduating in 1968 with a bachelor's degree in economics. He later earned an MBA from the University of Delaware after completing his active military service.

Political Experience

Carper's career in public service began in 1976 as Delaware's state treasurer. During his tenure, he established a cash management system and improved the state's credit rating from the worst in the nation to a respectable "AA" rating in just five years.

After six years as treasurer, Carper was elected to the U.S. House of Representatives in 1982, where he served five terms and earned a reputation as a results-oriented centrist. He was elected governor of Delaware in 1992 and served two four-year terms.

As governor, Carper pursued a fiscally conservative agenda that achieved eight balanced budgets, tax cuts in seven of those eight years, and major increases in employment. He strengthened Delaware's "rainy day" fund and boosted the state's credit rating to "AAA" for the first time in state history. He also oversaw education system reforms and welfare reform initiatives. During his second term as governor, Carper served as vice-chairman and then chairman of the National Governors' Association and subsequently led its Center for Best Practices.

Carper's military background is also notable—he served on active duty as a naval flight officer following his 1968 graduation, completing three tours of duty in Southeast Asia during the Vietnam War. He continued to serve in the Naval Reserve as a P-3 aircraft mission commander until retiring with the rank of captain in 1991 after 23 years of military service.
