Todd graduated from Indiana University and earned his law degree from the IU Maurer School of Law. After completing law school, Todd joined the United States Marine Corps. He served with the Marines in Operation Iraqi Freedom. He received the Navy Achievement Medal for leadership and strategic planning skills.
