Biography

Senator S. Elizabeth "Tizzy" Lockman

S. Elizabeth "Tizzy" Lockman is a Democratic State Senator representing District 3 in Delaware. She was raised in Wilmington's Cool Spring neighborhood and has been a dedicated advocate for education, housing, and community development throughout her career.

Lockman first entered community service in 2004 through Public Allies Delaware, where she served as program manager for Serviam Media's Hearts & Minds Film Initiative. As a parent in Delaware's Red Clay Consolidated School District, she became actively involved in local PTAs and served as president of the Joseph E. Johnson Elementary Parent Teacher Association from 2010 to 2013. She is also a founding chair of the Public Allies Delaware Alumni Council and co-founder of Wilmington S.T.I.R. , a community micro-granting dinner.

Lockman was elected to the Delaware Senate in 2018, becoming just the second African-American woman elected to the General Assembly's upper chamber. She succeeded former Senator Robert Marshall, who held the seat for 40 years. Her district encompasses central and west Wilmington and extends into New Castle County, including portions of Newport.

She currently resides in Wilmington with her husband John, her son Jack, and her daughter Sophie.

Education

Lockman graduated from Alexis I. duPont High School in Wilmington. She earned a bachelor's degree from New York University and a master's degree in Urban Affairs and Public Policy from the University of Delaware in 2015.

Political Experience

Lockman took office in the Delaware State Senate in January 2019. The Senate Democratic Caucus elected her as Majority Whip in 2020, a position she continues to hold.

Her legislative focus has centered on public education reform, educational equity, housing affordability, and criminal justice reform. She introduced a package of housing bills aimed at addressing the rising housing crisis in Delaware, including Senate Bill 115, which provides tenant protections. Lockman is also a member of the ACLU of Delaware board of directors and serves as president of its foundation.
