Biography
Delegate Terry L. Baker
Terry Lee Baker is a Republican state delegate representing District 1C in Maryland, which encompasses Allegany and Washington counties. Born on November 24, 1955, Baker is a small business owner, outdoorsman, and lifelong public servant known for his approachable and dependable character. He is married and has been a member of the Maryland House of Delegates since January 11, 2023, following his election in November 2022.
Education
Baker attended Williamsport High School and earned an Associate in Arts degree from Hagerstown Community College in 1975. He received a Bachelor of Science degree in Education from Auburn University in 1978 and completed a master's equivalency in Education.
Political Experience
Baker brings extensive public service experience to his current legislative role:
- Washington County Board of County Commissioners : Served as Vice-President and President
- Clear Spring Town Council
- Clear Spring Assistant Mayor
- Washington County Technical High School: Career trades coordinator specializing in carpentry
Before entering elective office, Baker worked as an educator and trades instructor. He is also an accomplished athlete, having qualified for the Olympic Trials Marathon.
In the Maryland House of Delegates, Baker serves on the Environment and Transportation Committee and its subcommittees including Agriculture and Aquaculture, Natural Resources and Open Space, and Non-Energy Utilities. He is an active member of the Rural Caucus and the Joint Committee on Program Open Space/Agriculture Land Preservation. Notable legislative achievements include sponsoring the Property Tax Credit for Law Enforcement Officer or Rescue Worker Expansion to Judicial Officer, which became law in March 2025.
