Tammy T. Phelps is a Democratic state representative for District 3 in the Louisiana House of Representatives, covering areas of Shreveport in Caddo Parish. Elected in 2019 and taking office in January 2020, she was re-elected unopposed in 2023 and is eligible to serve through 2028. A lifelong Shreveport resident, she focuses on strong families, community safety, accessible public services, children's welfare, mental health in schools, elder care, and fairness in health insurance and utilities.

Education and Political Experience

• Education: Graduated from Captain Shreve High School; B.S. in Business Administration from Louisiana Tech University; M.B.A. in Strategic Leadership from Amberton University.
• Professional Experience: Worked as an education administrator, bringing business and leadership skills to public service.
• Political Experience and Notable Roles: Serves on committees for Insurance, Labor and Industrial Relations, Transportation and Public Works, and the Select Committee on Women and Children; active in the Democratic Caucus, Legislative Black Caucus, and Women’s Caucus.
