Biography

Steven D. Foster is a Republican state representative serving House District 32 in the Maine House of Representatives, representing the towns of Bradford , Charleston, Dexter, Exeter, Garland, and Stetson in Penobscot County. First elected in November 2018 to the 104th district, he was reelected in 2020, redistricted to District 32 in 2022, and currently serves his fourth term as of 2025. A resident of Dexter, Foster is a retired engineer with a career spanning merchant marine service and paper industry management. He serves as Ranking Member of the Energy, Utilities and Technology Committee, overseeing energy policy, utilities, telecommunications, and related areas. Notable legislative efforts include sponsoring LD 1321 to reform net energy billing and lower electric bills.

Education and Political Experience

  • Education: B.S. in Marine Engineering from Maine Maritime Academy , 1978; Associate degree in Pulp and Paper Technology from Kennebec Valley Community College , 2002.
  • Professional Experience: Worked 19.5 years as a Merchant Marine Officer for Texaco; 19.5 years in maintenance and engineering management for Sappi Pulp & Paper; 11 years in paper mill maintenance. Retired engineer.
  • Political Experience: Maine House of Representatives since December 2018 ; previously served on MSAD 46/AOS 94 School Board .
  • Affiliations: Hunting, fishing; Baptist.
