Biography
Steven Kelly is a Republican representative for House District 9 in the Montana House of Representatives, based in Kalispell, Montana. Elected in 2024, he defeated Democratic candidate Joanne Morrow with 74% of the vote and previously won the Republican primary against Lee Huestis. A retired law enforcement officer, Kelly served as a Sheriff's Deputy in Washoe County, Nevada, rising to the rank of Captain, where he managed a $34 million budget and returned surplus funds to the county. He describes himself as a lifelong conservative focused on public safety, cutting taxes and regulations, opposing property taxes, addressing illegal immigration, and reducing political bias in the judiciary. Assigned to the House Judiciary and Human Services committees, he prioritizes accountable government and Montana values.
