Biography
Stephen Owens is a Republican state senator representing Kansas Senate District 31, which he assumed on January 13, 2025, after serving in the Kansas House of Representatives from District 74 . A businessman and former firefighter, he previously served as a captain in the Hesston Fire Department , worked as a CPA , and held roles as vice president of the Kansas Bail Bonds Association . He co-founded Axis Monitoring LLC, providing monitoring services, and owns Owens Bonding Incorporated with locations in Wichita and Emporia.
Education
Owens earned a BS in Business Administration and Accounting from Bethel College and an MBA in Business Administration from Southwestern College .
Political Experience
In the Kansas House, Owens chaired the Corrections and Juvenile Justice Committee and the Kansas Truth Caucus, and served on the Judiciary, Appropriations, and Rules and Journal committees, as well as the Joint Committee on Corrections and Juvenile Justice Oversight. Notable achievements include leading civil asset forfeiture reform with law enforcement support, securing $2.5 million for Mirror Inc.'s inpatient juvenile substance use treatment facility, increasing penalties for fentanyl distribution and child endangerment, expanding behavioral health funding, and protecting the 340B program for FQHCs. He consistently supported tax reductions while balancing the budget. Married to Rose with three children, he resides in Hesston, Kansas.
