Stephen Kinsey
Stephen Kinsey is a former Democratic member of the Pennsylvania House of Representatives who served from 2013 to 2024, representing the 201st Legislative District in Philadelphia.
Stephen Kinsey was born on December 15, 1958, in Philadelphia, Pennsylvania. He grew up in Philadelphia and was active in local Democratic politics, serving as chair of the 59th Ward Democratic Committee. Before entering the legislature, he worked as a project coordinator at Horizon House, Inc., and served as chief of staff to state Representative John Myers, his predecessor in the 201st District.
The 201st Legislative District encompasses parts of Philadelphia, including the Germantown, Mt. Airy, West Oak Lane, and Ogontz neighborhoods.
Education
Kinsey graduated from Germantown High School in 1976. He earned a Bachelor of Science in Education from West Chester University of Pennsylvania in 1981 and a Master of Business Administration in Health Administration from Eastern University in 2002. He has served on the Council of Trustees at West Chester University since 2016.
Political Experience
Kinsey was elected to the Pennsylvania House of Representatives in 2012 and served six consecutive terms through the 2023-24 legislative session. During his tenure, he served on the Appropriations, Health, Human Services, and Transportation committees. He was notably elected chair of the Pennsylvania Legislative Black Caucus during the 2019-2020 legislative session.
Kinsey announced his intention to retire at the end of the 2023-24 legislative session, describing his time in the chamber as "the honor of my life." He formally resigned from the Pennsylvania House in July 2024.
