Biography

Stell Parker Selby is a Democratic politician and former educator from Milton, Delaware. She represented the 20th District in the Delaware House of Representatives from 2022 until her resignation in 2025 following a stroke in 2024 that led to a long-term absence. A lifetime Sussex County resident and the first African American to represent South Delaware in the Delaware General Assembly, she narrowly won her seat in 2022 against Republican Dallas Wingate and was reelected in 2024 against Nikki Miller. Previously a Republican in the early 2000s, she switched parties before 2016.
