Biography
Stacey A. Carroll is a Democratic member of the Virginia House of Delegates representing District 64 . Born in 1986 in Saint Petersburg, FL, she is an African American Christian, mother of three children , Army National Guard non-commissioned officer with 19 years of service, certified public accountant , and foster parent who has fostered 22 teens. In 2025, she defeated incumbent Republican Paul Milde to win election; she was sworn in as a delegate on January 14, 2026. Notable achievements include being honored as Spotlight Resource Foster Parent of the Year in 2024, and her professional experience auditing government agencies, emphasizing accountability and responsible spending. She is affiliated with organizations such as Mount Zion Baptist Church, National Association for Black Accountants, Virginia Society of CPAs, NAACP, Delta Sigma Theta Sorority, and others.
