Biography
Representative Shelly Willingham
Shelly Willingham is a Democratic member of the North Carolina House of Representatives, currently serving his sixth term representing District 23, which encompasses Martin, Edgecombe, and Bertie counties. Born on November 27, 1943, he resides in Rocky Mount, North Carolina, with his wife, Alethea. They have two grown children and four grandchildren.
Willingham is actively involved in his community through Metropolitan Baptist Church, where he serves as a deacon, sings in the Male Chorus, and is a member of the Senior Usher Board. Professionally, he works as a real estate consultant.
Political Experience
Willingham's legislative career began in 2002, when he was first elected to represent the 70th district in the North Carolina House of Representatives. After a period away from the legislature, he returned in 2015 following his election to represent the newly drawn 23rd district.
His return to the House in 2015 marked a historic achievement: he became the first African American representative to the North Carolina House from Edgecombe County since Reconstruction. He has been re-elected four times since then, most recently in 2022, demonstrating consistent support from his constituents.

Willingham holds several significant committee positions, including Chairman of the Alcoholic Beverage Control Committee and Vice Chairman of the Insurance Committee.
