A small business owner operating a horse and animal rescue with her husband near Tom Bean, Luther gained national attention in 2020 for defying COVID-19 shutdown orders at her salon, resulting in a jail sentence, which highlighted her stance against government overreach. She is a member of King's Trail Cowboy Church and resides in the district.
