Biography
Shelia Stubbs is a Democratic member of the Wisconsin State Assembly representing District 78, which covers portions of South and East Madison, the City of Monona, part of the Village of McFarland, and the Town of Blooming Grove. Born in Camden, Arkansas, she moved to Beloit, Wisconsin at age 5, attended Beloit Memorial High School, and became the first African American elected to represent Dane County in the Wisconsin Legislature when first elected in 2018 after a competitive primary. She is married to Bishop Godfrey Stubbs, serves as a pastor at End Times Ministries International, and has six children and six grandchildren. Stubbs is passionate about criminal justice reform, education, equity, environmental initiatives like cleaning Madison's lakes and streams, safer neighborhoods, and services for seniors and people with disabilities. Notable achievements include serving as ranking Democratic member on the Assembly Committee on Corrections, and previously as Co-Chair of the Assembly Speaker’s Task Force on Racial Disparities, Chair of the Wisconsin Legislative Black Caucus, and Co-Chair of the Subcommittee on Law Enforcement Policies and Standards. She has received awards such as the 2022 International Interior Design Association Wisconsin Chapter Government Affairs Award, 2023 Boys and Girls Club of Dane County Champion for Children Award, 2023-24 Conservation Champion Award, and 2024 Wisconsin Counties Association Outstanding Legislator Award.
Education and Political Experience
- Education: BA in Political Science from Tougaloo College ; BS in Criminal Justice Administration from Mount Senario College; MS in Management from Cardinal Stritch University. Alumna of Delta Sigma Theta Sorority, Inc.; 2021 Bowhay Institute for Legislative Leadership Development Fellow.
- Professional Experience: Senior Probation and Parole Agent for the State of Wisconsin; special education teacher in Madison Schools; adjunct professor in Criminal Justice at Mount Senario College.
- Political Experience: Served 16-18 years on the Dane County Board of Supervisors, chairing the Health and Human Needs Committee and co-chairing the Racial Disparities Sub-Committee; First-Vice President of NAACP Madison Branch, Third Vice-President of Wisconsin State NAACP Conference of Branches, President of Bridge/Lake Point Neighborhood Association; current committees include Assembly Committees on Corrections , Energy and Utilities, and Health, Aging and Long Term Care; also serves on Grigsby Office of Equity and Inclusion Advisory Board, Alliant Energy Center Redevelopment Committee, and mentors Dane County Youth in Government.
