Biography

Scott Surovell

Scott A. Surovell is a Democratic State Senator representing District 34 in Virginia, which serves the Mount Vernon, Lorton, and Kingstowne areas east of Interstate 95 in Fairfax County. Born in Washington, D.C. on August 21, 1971, he was brought home to his parents' home in the Hollin Hall Community in Mount Vernon. He is a 12th generation Virginian descended from English, Scotch-Irish, Irish, and German ancestors who have lived in various parts of Virginia since at least 1643. Surovell attended Hollin Hall Elementary School, Waynewood Elementary School, Stephen Foster Intermediate School, and was a member of West Potomac High School's first graduating class to have attended all four years in 1989.

Education

Surovell earned his Bachelor of Arts in Political Science from James Madison University , graduating magna cum laude. He obtained his Juris Doctor from the University of Virginia School of Law . He is licensed to practice in all courts in the Commonwealth of Virginia and the District of Columbia, as well as the United States District Courts for the Eastern and Western Districts of Virginia and for the District of Columbia, the United States Bankruptcy Court for the Eastern District of Virginia, and the United States Court of Appeals for the Fourth Circuit.

Political Experience

Surovell served in the House of Delegates representing the 44th District from 2009 to 2015. During his time in the House, he served as House Caucus Chairman from 2014–2015 and Campaign Chairman from 2012–2014. He served on the Counties, Cities and Towns Committee and Science and Technology Committee for six years and the Militia, Police and Public Safety Committee for four years. He was also appointed by the Speaker of the House to serve on the Virginia Broadband Advisory Council from 2014–2016.

Elected as a State Senator in November 2015, Surovell was sworn in on January 13, 2016. He initially represented the 36th District covering Fairfax, Prince William, and Stafford Counties from 2016 to 2023, serving as Senate Democratic Caucus Vice Chairman from 2019 through 2023. He was elected to represent the 34th District in 2023 and has served as Senate Majority Leader since November 2023.

Currently, Surovell chairs the Courts of Justice Committee and serves on the Finance and Appropriations, Commerce and Labor, Rehabilitation and Social Services, and Rules Committees. He chairs the General Government Subcommittee of the Finance and Appropriations Committee. He also chairs the Commission on Utility Regulation, State Water Commission, and the Joint Pandemic Response and Preparedness Subcommittee, and serves on numerous other commissions and boards.

Professional Achievements

Outside of his legislative work, Surovell is an attorney who focuses his practice on civil and criminal litigation, including DWI/Traffic Defense, Consumer Law, and Personal Injury law. He has litigated a case to the largest personal injury verdict in the history of Fairfax County, Virginia. He has received Martindale-Hubbell's highest AV rating for legal ability and ethical standards since 2003 and has been named by Super Lawyers as a Virginia "SuperLawyer" since 2009 and a "Rising Star" since 2005.
