Biography

Senator Sandra L. "Sandy" Pappas is a Democratic-Farmer-Labor member representing District 65 in the Minnesota Senate, covering parts of St. Paul in Ramsey and Dakota counties. First elected to the Minnesota House in 1985 for District 65B, she transitioned to the Senate in 1990 and has served continuously since, with re-elections through 2022. Notable achievements include serving as Senate President , chairing the Capital Investment Committee, and advocating for human rights, women's issues, children's issues, anti-trafficking measures, affordable higher education for immigrants, emergency contraception access, midwife licensure, and responsible sex education. She also holds leadership roles as Vice President of Women Legislators’ Lobby and board member of World Without Genocide.

  • Education: Graduated from Robbinsdale High School; studied German at the University of Minnesota ; B.A. in Public Policy from Metropolitan State University , where she was adjunct faculty; M.P.A. from Harvard Kennedy School of Government .
