Biography
Sandra Hollins is a Democratic member of the Utah House of Representatives, currently serving District 21 since 2023 . She is the first Black American woman elected to the Utah State Legislature and has championed key reforms on criminal justice, education, and racial equity.
Born on May 11, 1970, in New Orleans, Louisiana, Sandra Hollins has resided in Salt Lake City's Fair Park neighborhood for over three decades with her husband, David, and their two daughters.
A licensed clinical social worker, her career has focused on substance abuse treatment and advocacy for Salt Lake City's homeless population; she currently works in the banking sector under the Community Reinvestment Act.
She serves as Assistant Minority Whip in the Utah House Minority Caucus and holds roles including Vice Chair of the Executive Office and Criminal Justice Appropriations Committee, co-chair of the Executive Appropriations Committee, and member of Health and Human Services, Law Enforcement and Criminal Justice, and the Child Welfare Oversight Panel.
Notable achievements include sponsoring legislation to ban knee-on-neck restraints by law enforcement, require cultural training for school resource officers , expand job opportunities for those with incarceration histories, remove slavery exceptions from Utah's constitution , and recognize Juneteenth as a state holiday.
Education and Political Experience

- Master’s degree in Social Work from the University of Utah.
- Graduate of the Westside Leadership Institute.
Elected to the Utah House in 2015, Hollins previously served as Democratic Caucus Manager and has held leadership positions in various appropriations subcommittees and standing committees focused on social services, health, and criminal justice.
