Biography

Rodney M. Elliott is a Democrat representing the 16th Middlesex District in the Massachusetts House of Representatives since 2023. The district includes neighborhoods of Pawtucketville and Centralville in Lowell, as well as parts of North Chelmsford and Chelmsford. He previously served as mayor of Lowell from 2014 to 2016 and on the Lowell City Council from 1997 to 2022, where he was known as the "fiscal watchdog" for his focus on city finances. Notable achievements include winning a close 2022 Democratic primary by 102 votes and the general election with 65.3% of the vote, followed by unopposed reelection in 2024; he also proposed legislation in 2023 to criminalize assault and battery on sports officials. Before politics, he worked as a city planner in Lowell, legislative aide to State Senator Phil Shea, administrative assistant in Groton, and for 25 years at the U.S. Environmental Protection Agency.
