Biography
Rick Scarbrough is a Republican member of the Tennessee House of Representatives, representing District 33 in Anderson County, which includes the communities of Oak Ridge, Oliver Springs, and Clinton. A former law enforcement officer with over 30 years of experience, he served 23 years with the Clinton Police Department and six years at the Anderson County Sheriff’s Department before becoming Executive Director of the University of Tennessee’s Law Enforcement Innovation Center in 2018. He was first elected in 2024, defeating incumbent John Ragan in the Republican primary and Democratic nominee Anne Backus in the general election. Notable achievements include being named Police Chief of the Year for Tennessee in 2014, graduating from the FBI National Academy's 197th session, and attending College of Policing Senior Leadership Seminars in England . He currently serves on the House Committee on Insurance and House Committee on Judiciary.
