As enacted, requires the department to make chaplain services available on a regular basis to juveniles who are housed in a youth development center; prohibits the department from requiring a juvenile to attend or use chaplain services; requires the department to provide annual training to youth service officers on best practices for behavior management and conflict resolution in the context of supervision of juvenile justice youth; requires the department to house children 16 years of age or older separately from younger children, unless housing the children together is necessary for the safety and well-being of the younger children or to otherwise comply with law relative to the use of seclusion at juvenile detention facilities. - Amends TCA Title 37.

Raumesh A. Akbari was born in India and immigrated to the United States with his family when he was three years old. They settled in Tennessee, where Akbari graduated from White Station High School and went on to earn his B.S. in political science from the University of Memphis and his law degree from Washington University School of Law. Akbari served as a law clerk for U.S. District Court Judge Bernice Donald before practicing law at Potter Anderson & Corroon and Burr & Forman. He was also an Assistant District Attorney and advisor to the Shelby County Board of Commissioners and Memphis City Council.read less
