Biography
Rafael Anchía is a Democratic member of the Texas House of Representatives, representing District 103 in a western corridor of Dallas County, including parts of North Oak Cliff, West Dallas, Arlington Park, Oak Lawn, Love Field, and portions of Dallas, Farmers Branch, Carrollton, and Irving. First elected in November 2004, he is currently serving his tenth term. Born on September 26, 1968, he resides in North Oak Cliff with his wife Rebecca and two daughters. Anchía is a co-founder and Managing Director at Civitas Capital Group and serves as Of Counsel at Haynes and Boone, representing financial institutions and funds; his occupation is listed as attorney.
Notable achievements include appointment by President Barack Obama in 2011 to the Advisory Committee for Trade Policy and Negotiations, advising the U.S. Trade Representative; chairmanship of the Mexican American Legislative Caucus , the oldest and largest Latino caucus in the U.S., from 2017-2022; and awards such as Texas Monthly's Ten Best Legislators , Aspen Institute Rodel Fellow , and Mexican American Legal Defense and Education Fund's Matt Garcia Public Service Award . Education and Political Experience
Anchía graduated cum laude from Southern Methodist University and earned his juris doctor from Tulane Law School, where he served as Senior Fellow, concentrated on international and public law, advocated for immigrant detainees, and contributed to a bill creating a statewide nursing home ombudsman in Louisiana.
His political career began with two terms on the Dallas Independent School District Board of Trustees, where he was First Vice President, chaired the Policy and Governance Committee, and helped secure a record $1.37 billion school bond package benefiting thousands of students with improved classrooms. In the Texas House, he has chaired the House Committee on International Relations and Economic Development, served on Energy Resources, House Administration, and the Texas Privacy Protection Advisory Council, and was Chairman of the Board of the National Association of Latino Elected and Appointed Officials Educational Fund .
