Biography
Phillip Ryan DeVillier is a Republican representing District 41 in the Louisiana House of Representatives, covering Acadia, Evangeline, and St. Landry parishes. A conservative from Eunice, Louisiana, he owns Louisiana Structural Movers, Inc., and Savannah Claire, Inc., and is married to Lisa Savoy with three children. Elected in 2015 after winning the primary with 55.8% of the vote, he currently serves as the 70th Speaker of the Louisiana House . Notable achievements include leading the establishment of educational savings accounts for private school families in 2022, advocating for tax reform and fiscal responsibility, and improving capital outlay transparency. He has been recognized as a 2023 Business Champion by the Chamber of Southwest Louisiana and a Family Advocate by Louisiana’s Family Forum.
Education and Political Experience
- Education: Graduated from St. Edmund Catholic School; Bachelor’s degree in Business Administration from Louisiana State University.
- Political Experience: First elected in 2015, succeeding term-limited Rep. Mickey Guillory. Served as Chairman of the Retirement Committee; member of Ways and Means, Natural Resources, Agriculture, and Capital Outlay. As Speaker, holds ex officio positions on committees including Administration of Criminal Justice, Appropriations, Education, and Health and Welfare. Proud member of the Acadiana Delegation, Rural Caucus, and Republican Legislative Delegation. Focuses on education, infrastructure, and attracting opportunities for Louisiana residents.
