Phil Shepard is a Republican representing District 15 in the North Carolina House of Representatives. Born on November 10, 1954, in Jacksonville, North Carolina, he is a retired civil service worker and minister, widowed, and resides in Jacksonville. He has served 8 terms in the House since 2010.
