Biography

Phil Rubin is a Democratic member of the North Carolina House of Representatives, representing District 40 in Wake County. Appointed on January 29, 2025, by Governor Josh Stein to fill the vacancy left by the late Rep. Joe John, Rubin serves in the 2025-2026 session as an attorney with extensive legal experience. Born August 17, 1983, he is a former federal prosecutor, Special Deputy Attorney General focusing on constitutional litigation and child safety, and online safety expert committed to strong public schools, safe communities, fair elections, voting rights, public health, and environmental protection.
