Phil Rubin is a Democratic member of the North Carolina House of Representatives, representing District 40 in Wake County. Appointed on January 29, 2025, by Governor Josh Stein to fill the vacancy left by the late Rep. Joe John, Rubin serves in the 2025-2026 session as an attorney with extensive legal experience. Born August 17, 1983, he is a former federal prosecutor, Special Deputy Attorney General focusing on constitutional litigation and child safety, and online safety expert committed to strong public schools, safe communities, fair elections, voting rights, public health, and environmental protection.

Education and Political Experience

• Education: Graduated magna cum laude from the University of Georgia; summa cum laude from Duke University School of Law, where he was editor-in-chief of the Duke Law Journal.
• Professional Experience: Clerked for Chief Judge David Sentelle of the U.S. Court of Appeals for the D.C. Circuit; practiced at Covington & Burling; Assistant U.S. Attorney in the Eastern District of North Carolina; enforced public health protections during the COVID pandemic.
• Political Experience: Appointed to NC House District 40 in 2025; currently in his partial first term .
