Biography
Phil M. Hernandez is a Democrat representing Virginia's 94th House District since January 2024. A Latino nonprofit executive and civil rights attorney, he lives in Ocean View with his wife, Sara, and daughters Isa and Maia. Notable achievements include serving as a senior policy analyst in the Obama Administration's Domestic Policy Council on clean energy, air, and water issues; advocating for minimum wage increases, teacher pay, and public school funding as Senior Vice President for Policy & Advocacy at The Commonwealth Institute; and co-chairing the Virginia Latino Caucus while serving on the Virginia League of Conservation Voters board.
Education and Political Experience
- Education: B.A. in Government and Music from The College of William & Mary ; J.D. from UC Berkeley School of Law . Member of the Virginia State Bar.
- Political Experience: Elected to Virginia House of Delegates for the 94th District in 2023 ; previously Democratic nominee for the 100th District in 2019 . Prior roles include civil rights attorney at National Employment Law Project and policy work on environmental justice and economic opportunity. Appointed by the Governor to the Virginia Council on Environmental Justice.
