Phil GiaQuinta is a Democratic member of the Indiana House of Representatives, representing District 80 , serving since 2006. He currently holds the position of House Minority Leader for the Democratic caucus and ranking minority member of the General Assembly's Committee on Joint Rules.

Born on September 2, 1964, in Fort Wayne, Indiana, GiaQuinta is a lifelong resident of the district he represents. He succeeded his father, former State Representative Ben GiaQuinta, in 2006 and was elected Indiana House Democratic Caucus Leader on November 7, 2018. In his professional career, he works as a customer account manager for Fort Wayne City Utilities. He serves on several boards, including trustee of the Allen County War Memorial Coliseum, IU Fort Wayne Advisory Board, City of Fort Wayne SEED Board, Alliance Health Centers Board, and Brightpoint Board.

Notable achievements include authoring legislation that funded the Allen County-Fort Wayne Capital Improvement Board using food and beverage tax revenue, leading to about $150 million in local economic development like the Electric Works project. He co-sponsored a 2023 law exempting Fort Wayne outdoor districts from Indiana's outdoor container law and a 2024 law creating gourmet markets for carryout alcohol sales. Awards include Legislator of the Year from the Indiana Trial Lawyers Association and Indiana Chamber of Commerce, the 2018 Civility in Government Award, and induction into the Fort Wayne South Side Hall of Fame in 2019.
