The bill clarifies the Secretary's duties when there is a lack of funding or inability to provide employment and training. Finally, the bill identifies when assignments to the employment and training program may not be suspended.

Patrick Stephen Martin was born on January 10, 1970. He is currently 48 years old. Martin was raised in Victoria, BC and graduated from St. Michael's University School in 1988.
