Biography

Patricia Billie Miller

Senator Patricia Billie Miller represents Connecticut State Senate District 27, which includes Stamford and parts of Darien. She is a member of the Democratic Party and currently serves as Deputy President Pro Tempore of the Connecticut State Senate.

Patricia Billie Miller was born in Stamford, Connecticut, where she continues to reside. She is the first woman and first person of color to represent Stamford in the State Senate. Her career has been dedicated to public service and advocacy for civil rights, consumer protections, and economic equity.

Miller has been a key advocate for anti-discrimination legislation and civil rights initiatives. She led the legislature's Black and Puerto Rican Caucus as chair from 2023 through 2024. Among her notable legislative accomplishments are:

  • Playing a pivotal role in securing funding for Connecticut's Baby Bonds initiative, the nation's first program of its kind
  • Championing pay equity legislation in 2021 that requires employers to disclose pay ranges and provide equal compensation for comparable work
  • Advancing consumer protections, including a 2016 law allowing customers to redeem gift cards under $3 for cash, which was expanded to $5 in 2023
  • Leading passage of a 2024 law requiring hair stylists to receive training on caring for diverse hair types, making Connecticut the fourth state to prioritize inclusivity in professional hair care

Education and Political Experience

Miller earned a Bachelor of Science in Mathematics from Moravian College. Her career experience includes working in the affordable housing industry.

She began her legislative career in the Connecticut House of Representatives, representing the 145th district from 2009 to 2021, where she was re-elected six consecutive times. In 2021, she won a special election to the State Senate, succeeding Carlo Leone.

In the Senate, Miller serves as chair of the Banking Committee, overseeing policy and Connecticut's financial institutions. In 2025, she assumed the additional role of Senate chair of the General Obligation Bonding Subcommittee, drawing on her prior experience as co-chair during her House tenure.
