Noel Christina Frame is a Democratic state senator representing Washington's 36th Legislative District since January 2023. Previously, she served as state representative for the same district from 2016 to 2023. A Democrat, she is an award-winning legislator recognized over 15 times for advocacy on foster care, juvenile justice, intellectual/developmental disabilities, behavioral health, economic development, and tax code reform. Notable achievements include sponsoring Senate Bill 5375 and Senate Bill 6346 . She previously served as Senate Majority Deputy Floor Leader, and currently holds roles as Vice Chair of the Senate Ways & Means Committee , Vice Chair of the Senate Human Services Committee, Vice Chair of the Senate Housing Committee, and Vice Chair of the Senate Business, Financial Services, Gaming & Trade Committee. Frame is also Managing Partner and co-owner of Uncommon Bridges, a policy consulting firm in Belltown, with 25 years in nonprofit, private, public, and political sectors. She lives in Seattle with husband Jim and son Holden, has been a foster parent, and resides in the district since 2005 .
