Requires reports to the Legislature. Appropriates funds for the pilot program, including a triage center for medically monitored detoxification and the treatment of substance abuse disorders and mental illnesses. Decreases the service requirement for total loan forgiveness to five years and increases the percent of the total loan award to be waived annually under the Hawaii Educator Loan Program. Appropriates funds into and out of the Hawaii educator loan program revolving fund to provide financial assistance for students participating under the Hawaii educator loan program. Requires the Department of Hawaiian Home Lands to provide financial literacy education for all borrowers. (SD2)
