Biography
Morgan Beth Cephas is a Democrat representing Pennsylvania's 192nd House District in West Philadelphia, Philadelphia County. A lifelong public servant, she was first elected to the Pennsylvania House of Representatives in 2016 after defeating incumbent Rep. Lynwood Savage in the Democratic primary, and has been reelected in subsequent terms including 2018, 2020, 2022, and 2024. Notable achievements include securing over $21 million in state funds for local schools, parks, businesses, libraries, and community projects; passing legislation to address maternal mortality, improve children's dental health, reduce gun violence by banning ghost guns, enhance dignity for incarcerated women, make student loan forgiveness tax-exempt, and expand childcare access; and leading efforts that brought a special admit school to West Philadelphia, built Cassidy Elementary School, and forged a Google-Community College of Philadelphia partnership. She currently serves as Majority Chairwoman of the Government Oversight Committee, Secretary of the Housing and Community Development Committee, and a member of the Appropriations, Consumer Protection, Technology and Utilities, and Insurance committees. Other key positions include Chairwoman of the Philadelphia House Delegation , Co-Chair of the Pennsylvania Black Maternal Health Caucus , former Co-Chairwoman of the Women’s Health Caucus, Deputy Whip , PennVEST appointee , and delegate to the 2024 Democratic National Convention. In 2024, she announced a run for Pennsylvania's 3rd congressional district.
