Biography
Mike Halpin is a Democratic member of the Illinois State Senate, representing the 36th District, which includes most of Rock Island County and parts of Mercer, Henry, Knox, McDonough, and Warren Counties. An attorney specializing in labor law, municipal law, estate planning, traffic, and real estate matters, he practices at McCarthy, Callas, & Feeney, P.C. in Rock Island, becoming a partner in 2013. Notable achievements include sponsoring House Bill 822, allowing schools to stock undesignated glucagon to save children's lives, consistently voting for balanced budgets, and serving on the Board of Directors for Bridging the Gap: Stand Down for Homeless Veterans, where he offers free consultations and pro bono representation. He currently chairs the Higher Education committee and serves on Appropriations-Education, Judiciary, State Government, and Veterans Affairs committees.
Education and Political Experience
- Education: B.A. from Roger Williams University; J.D. from the University of Illinois. Clerked for former Chief Justice Rita B. Garman of the Illinois Supreme Court.
- Political Experience: Began as district scheduler and personal aide to Congressman Lane Evans in 2002, assisting with events, constituents, and veterans' services. Served as State Representative for the 72nd District starting in January 2017 before advancing to the State Senate for the 36th District. Previously a legislative member of the Midwest Interstate Passenger Rail Commission.
