Repeals the 7,500 square foot threshold for single-family residence and authorizes the counties to further define single-family residence by ordinance for purposes of "development". Requires Department of Land and Natural Resources to establish a Visitor Green Fee Program to collect fees from nonresidents via a license to use state natural and cultural resources, to be used for the protection, restoration, and care of Hawaii's natural, cultural, and outdoor recreational resources and build the resilience of these resources against the impacts of climate change and local threats. Establishes the Hawaii environmental legacy commission to rank project applications and make recommendations to the Board of Land and Natural Resources concerning the allocation of Visitor Green Fee Program Funds. Establishes the Hawaii Environmental Legacy Special Fund. (SD1)

Establishes the Hawaii Hydrogen Energy Industry Program within the Department of Business, Economic Development, and Tourism. Requires the Hawaii Hydrogen Energy Industry Program to design, implement, and administer activities to further the State's energy independence with a focus on utility-scale renewable energy projects and the harvesting, storage, and use of hydrogen as a renewable energy source. Requires the Department of Business, Economic Development, and Tourism to accomplish the objectives of the Hydrogen Energy Industry Program by offering tax credits, land, availability, and infrastructure support to accomplish the goals of the program.

Establishes a visitor green fee program that requires that visitors purchase a license which is valid for one year for the use of a state park, beach, state-owned forest, hiking trail on state-owned land, or other state-owned natural area, to be administered by the department of land and natural resources. Establishes a visitor green fee special fund, into which shall be deposited fees, penalties, appropriations, and gifts and donations for the program. Establishes an environmental legacy commission, which shall be responsible for allocating disbursements and awarding grants from the visitor green fee special fund for the protection, restoration, enhancement, care, and increased resilience of Hawaii's natural and outdoor recreational resources. Appropriates fund for the establishment of the environmental legacy commission and a strategic plan. Requires annual reports to the legislature on the progress of the program.
