Biography
Mike Dovilla
Michael D. Dovilla was born on March 13, 1975, in Cleveland, Ohio. He is a Republican member of the Ohio House of Representatives, representing the 17th District, which encompasses southwestern Cuyahoga County communities including Berea. He returned to the Legislature in 2025 after previously serving from 2011 to 2016 in the same district.
Dovilla is known as a pragmatic and principled legislator trusted by constituents and colleagues. He serves as Vice Chairman of the House Finance Committee and is a member of the Energy, Veterans and Military Development, and Workforce and Higher Education Committees. During his previous tenure, his peers elected him Majority Whip, and he chaired two standing committees, including the House Republican Policy Committee as a freshman legislator.
He is an Iraq war veteran who served as a Lieutenant Commander and commissioned officer in the U.S. Navy from 2002 onwards, with deployment to Iraq from 2007 to 2008.
Education
Dovilla holds a B.A. in Economics and Political Science from Baldwin Wallace University and an M.P.A. in International Management from American University. He has served as an adjunct professor of political science at Baldwin Wallace University since 2012.
Political Experience
Dovilla's government service includes roles as a Presidential Management Fellow at the U.S. Department of State , Professional Staff Member for U.S. Senator George V. Voinovich , and a senior-level appointee at the U.S. Office of Personnel Management under the Bush and Trump administrations .
In the Legislature, he has authored 15 state laws focused on economic development, education, senior protection, veterans support, and government accountability. Notable achievements include helping craft three balanced state budgets that lowered taxes and supported business growth, successfully eliminating Ohio's estate tax, and implementing the "Open Ohio" financial transparency initiative requiring online databases of state agency expenditures. He also championed fiscal transparency in public schools and supported suburban school districts through budget provisions.
Outside government, Dovilla founded and led two businesses: The Dovilla Group, a strategic consulting firm, and The Grindstone Institute, a leadership development company. He also cofounded and served as inaugural president and CEO of the USS Cleveland Legacy Foundation, a nonprofit supporting sailors of the future USS Cleveland.
