Biography
Michael B. Feggans is a Democratic member of the Virginia House of Delegates representing the 97th District . An African American Baptist father and cybersecurity entrepreneur, he was raised primarily in the West Kempsville area of Virginia Beach by his mother, a longtime Norfolk Public School teacher, and his father, a retired Norfolk International Airport firefighter captain. He has a son named Mason and is affiliated with organizations including the Air and Space Forces Association, Veteran of Foreign Wars, Alpha Phi Alpha Fraternity, and American Legion. Notable achievements include defeating Republican incumbent Karen Greenhalgh in the 2023 general election to flip the seat, earning the 2024 Climate All-Star Award from the Chesapeake Climate Action Network Fund, and the 2024 Legislative Rookie of the Year from the Virginia Education Association. He took office on January 10, 2024, and is running for re-election in 2025 against Tim Anderson. Feggans founded and serves as CEO of Outerbridge Technical Solutions since 2017, with prior internships in Sen. Mark Warner's office and Virginia Secretary of Technology Karen Jackson's office.
Education and Political Experience
- Education: Graduated from Tallwood High School ; B.S. in Healthcare Administration, Park University ; Graduate Certificate in Information, Policy, and Society, Virginia Tech ; M.S. in Cyber Security, Norfolk State University . He is also noted as an alumnus of UVA.
- Political Experience: Served 20 years in the U.S. Air Force as a veteran, including as a Congressional intern in Sen. Mark Warner's Norfolk office, cybersecurity intern under Gov. McAuliffe's administration, and leader in aeromedical evacuations during Operation Enduring Freedom in Kyrgyzstan. Engaged in Virginia Young Democrats, Virginia Beach Democratic Committee, and City of Virginia Beach Cybersecurity Committee; created the “RU Online VA” broadband initiative. Elected to House District 97 in 2023; current committee roles and community involvement focus on cybersecurity, education, climate, and bipartisan outreach.
